Cilliers Brink, the Democratic Alliance’s mayoral candidate and former Tshwane executive mayor, holds the highest implied probability in the market following the party’s launch of its “Working For All” campaign tour and release of its Tshwane council list. Recent polling from the Social Research Foundation places the DA at 43% among likely voters—11 points above its 2021 result—while no other party exceeds the margin of error, positioning Brink to seek an outright majority or favorable coalition on 4 November. The ANC has delayed naming its candidate and instead released a shortlist that includes Phumeza Mangcu, Aaron Maluleka, Tlangi Mogale, Kgoši Maepa, Chana Pilane-Majake and Patience Moropa, with final selection expected in September. Nasiphi Moya, the current ActionSA mayor leading an ANC-EFF-ActionSA coalition, trails amid reports of coalition tensions and stalled service-delivery projects. Traders appear to weigh the DA’s polling momentum and Brink’s explicit pledges on corruption, crime and public-private partnerships more heavily than the fragmented opposition field or potential post-election negotiations.
