Canada’s population has declined in three consecutive quarters through early 2026, driven by federal policy tightening that reduced temporary resident arrivals to 385,000 for the year and stabilized permanent resident targets at 380,000—down sharply from prior peaks. Statistics Canada data show net outflows of non-permanent residents exceeding 117,000 in Q1 alone, alongside lower permanent admissions and negative natural increase. The 2026–2028 Immigration Levels Plan explicitly targets shrinking the non-permanent share toward 5 percent by end-2027, with Parliamentary Budget Office projections indicating flat or negative total growth for 2026. These sustained reductions in inflows and elevated outflows underpin trader consensus on a full-year decline.
