Morocco's September 23 legislative elections for the 395-seat House of Representatives feature a fragmented multi-party contest under proportional representation, with no party expected to secure a majority alone. Trader consensus shows PAM and RNI locked in a near tie for the most seats, followed by PI, reflecting the incumbent RNI-led coalition's organizational reach and governing record alongside PAM's recent recruitments and territorial momentum in key regions. High voter indecision, low trust in the current administration, and the decisive role of local candidate lists, family networks, and regional strongholds keep probabilities tight. Developments such as final candidate slates, the official campaign launch on September 10, or shifts in coalition alignments could widen gaps by clarifying which party best mobilizes turnout and assembles post-election support.
